Actually, it's not that they are the only ones who can hold it...they 
are the only ones who can get it down from the shelf.  After that, 
anyone can get it...thus the Death Eaters showing up after he had 
retrieved it and asking for him to hand it over.  After it's off the 
shelf, it's fair game.  And since LV picked Harry and marked him, the 
prophecy then became definitively about him, as Dumbledore said.
