I don't know if wands are registered (I tend to think not), and I 
don't know about the idea of getting wands illegally... but since 
there are wandmakers working for the Durmstrang students and the 
Beauxbatons students, I'd imagine that one could just go to another 
city with a Wizarding population (on the Continent for instance) and 
buy a wand there.  Also, in HP:PS doesn't Hagrid say to Harry 
something to the tune of 'there's no better wandmaker than 
Ollivander'?  Meaning that Ollivander's not the only wandmaker 
within shopping distance?  I know that from PS and GoF it sounds as 
though Ollivander's is the Official Wandmaker for Hogwarts Students, 
but there is evidence that he's not the only game in town.
