I say:

That's DEFINATLY one thing I was wondering. The one thing I can come 
up with is that maybe it's because you have to be able to remember 
the death. Harry was just a baby so he doesn't remember seeing his 
mother killed. Later it comes back in dreams and with the dementors I 
know, but I don't think that counts where the thestrals are concerned.

That's the only thing I can come up with anyway. *shrug*
