No, it means that Voldemort knows Snape's a good spy whose mind cannot
be read. It is not impossible to think that Voldemort himself taught
Occlumency to some of his DEs with that purpose. The only thing
Voldemort knows is that Snape is too calmed to read his thoughts,
because he's focused enough. That probably makes him a better potions
master and DE, anyway. Voldemort won't trust him as much as he would
trust Crabbe, who's thoughts (or lack of them) are easy to read, but
Voldemort really doesn't trust anyone anyway, so that's no great loss.
By the way, Voldemorts abilities at reading minds and knowing when
people lie explains how he could tell Harry's lie before the mirror of
Erised at the end of PS. I had always wondered about that, since
Harry's lie was not obvious - unless, of course, you can "read" minds.
