Arthur mentions that he asked for favours so that could be done, so it
is entirely possible he also spoke with whomever was in charge of
watching Harry that day, advising him or her that Harry was going to be
rescued and that magic would be done, but that he'd take responsability
and obliviate any memories that needed it. We have had proof of such
deals within the MoM before, and many listees feel unconfortable with
them (I haven't formed an opinion myself yet, but I also tend to
dislike such "favours" dealings).
