Also, it appears as though having a magical family member is a bit 
of an entre for Muggles into the magical world - I guess it's 
assumed that you can't be a muggle-born witch or wizard without your 
parents knowing (since they are required for permissions, etc), so 
there's a bit more leniency in dealing with the immediate family of 
a muggle-born witch/wizard.

Also, in CoS, I think the reason a fuss was made about violating the 
secrecy act was because Aunt Marge was there.  If it'd only been 
Harry's uncle and aunt, it would have just been underage magic, I 
think.
