In a way Dumbledore IS responsible for DA. If he didn't plant the seed
somehow in the first place, I believe he is wise/aware enogh that it
is going on. Eventhough we don't see much of him until the end of the
book, he is around the School at least sometimes, and there isn't a
lot at that school that gets by him, at least where the trio are
concerned. He may be hands off, but he is still observing them. He
knows that they are aware of the Order, and are crusaders themselves
so likely suspects that they may get up to something. As to the Lying
in his office, it was a lie based off an underhanded rule to begin with.
