There is no need to apparate right from the grounds.
There are several minutes, close to fifteen when Harry
leaves and Voldi calls the DEs, and then there is a
few minute lag period to when the DEs show up. I think
Snape thought a possibility that something would be
tried, and would have been prepared. The pitch was
only just inside the wards. The Dementors only needed
a few minutes to get from their stations to the pitch
in PoA.
I don't think the masks and robes are items the DEs
keep around, they would be more like magical clothes.
How else would all the other DEs get their stuff in
time?
And there is enough time between Harry escaping and
Snape appearing. Between 10 and 15 minutes, in fact. I
doubt that Snape had left Voldi's lines without him
knowing, but it would be very easy for him to tell
Snape to 'Stop Potter' or 'Help his servant'.
