The use of "approaches" in the first line implies that the one with the 
power has not yet been born, and when the prophecy was made Wormtail 
had already been born. Besides, we have heard of no Pettigrews ever 
defying Voldemort, and of course Peter has never been marked as equal. 
So the prophecy doesn't really fit him, I'm afraid.
