That bothered me at the beginning of this book too, (... did they do
it at school even though Hermione always says you can't or am I
thinking of times they were at #12? It seems like it happened at least
once where I thought, "can they do that here?")
Maybe Percy either didn't master it until after he'd graduated, or
maybe he just didn't take the test until then. It seems like it was
probably a higher priority for the twins than for him. Or maybe it has
something to do with when their birthdays fall during the year, but it
would seem that there is still the GOF inconsistancy... but a 17 year
old "of age" might clear that up.
