Apparation and ages -was Re: OOP: Fred and George - mistake?

You cant apparate at Hogwarts (as per several Canon references).

Therefore you cannot be taught to apparate at Hogwarts. Or at least 
cant do the practicals.

Suggestions for whats what...

There must be some kind of apparation school somewhere else. 

Possible procedure. Young wizards eligible to enroll for Apparation 
training after 17th birthday. But it isnt automatic to learn, many 
Wizards never do ( Canon reference in GoF). And it may be costly.

The twins at the end of GoF maybe went straight from Hogwarts to 
training school and passed first time. Possibly having done some 
illegal training beforehand, risking splinching... maybe paid for it 
themselves (they have some savings, as far as their Muther knows, so 
dont have to tell her they used some of Harrys gold......)

Percy went the route as laid down in the manuals, as early as legally 
possible and when he could pay for himself out of his wages...

That structure at least makes soem sense... any other suggestions?
