I think this is a logical extension going back to PS/SS, where Hagrid
gave the pig's tail and asked HP not to mention and at the end where
Hagrid talks about him doing magic, HP says I'm not allowed to and
Hagrid says "Ah, but they don't know that, do they?" (Paraphrasing)
As Harry gets older and more in tune with his powers and the absolute
fear of the Dursleys towards things magical, I believe he naturally
has progressed and has the "advantage" b/c of his magic.

But Dudley always will have the advantage in the Muggle World. And is
beginning to understand that HP will always have the magical
advantage. Note that Dudley is growing in the Muggle world--now
(being biggest and dumbest (paraphrase)) in charge of the gang, now
learning and excelling at boxing, etc. I think maybe it's
less "jealousy" than a realization that he has to face Muggle
challenges that (he perceives) HP won't have to. Hey, if HP can grow
up, Dudley has to, too!!
