I would think that, to be Head of House, one would have to epitomise the
characteristics OF that House. Besides, Sirius says that Sev "hung out with a
gang of Slytherins who nearly all became Death Eaters", or words to that effect.
As we've seen, Hogwarts students tend to "hang out" with the students of
their own House. Ergo, from the above, we can draw the inference that Snape was,
indeed, a Slytherin.
