I think she focuses on the preteen audience. Consider, as some reviewers of OOTP have pointed out, the marked absense of any frank discussion of sexuality (which is a prime subject in contemporary young adult novels). Nor do we hear about the frustrations of being a young wizard in world which is overwhelmingly muggle.
