What's up with Harry and Snape? OoP

Me: 

Harry, Molly and Arthur, Figg, Dumbledore himself (he's been watching 
Harry closer than Harry knows, remember?) Hagrid. It's not exactly 
uncommon knowledge. Dumbledore knew something was up when Harry 
arrived, skinny and wearing clothes six sizes too big.

No one needed Snape telling him, that's for sure.

Dumbledore, about 15 years too late, to my way of thinking, has 
finally stepped in and demanded Harry be treated decently while at 
the Dursleys. Re-establishing contact with Petunia early on certainly 
helped. 

But maybe he wants to make it up to Harry for hiding so much from him.
