He couldn't have willed it to Harry even if he'd wanted to and had thought
of it. IIRC, Sirius's mother was still alive when he was sent to Azkaban.
It wasn't Sirius's house to will; it was Mrs. Black's. I'm not sure why
Siriu automatically gets the house since he and they seem to have mutually
disowned each other, unless there is something in wizarding society saying
it must go to a direct blood heir (only living son) before it goes to any
cousin.
