OOP: Curious thoughts

This is my first post and I apologize if this has already been 
covered.  I tried to do a quick search on these subjects, but the 
posts are coming in much too fast and this place expects to get a 
little work out of me.  The couple of issues that I am curious about:

First, if V cannot touch H if he calls 4 Privet Dr home, how is there 
ever going to be a "to the death" show down?  You would have
thought 
that some kind of qualifier was required not to make the protection 
apply 24/7/365.  Does this mean that during these first 5 books when 
H was in mortal peril at the hands of V, he really wasn't?  Does
V 
realize this?  Or at least realizes that he can't do anything to
H at 
the house (You would think he would have a least tried something 
there and because we have seen most everything from H's POV, we
are 
just not aware of it).  Could this eventually lead to V removing the 
protection by destroying the house, like blowing it up?

have I heard that before?)
Secondly, the Two-Way-Mirror, was it just a plot device that JK 
forgot and had to rectify at the end (not likely, it would have been 
easier to go back take out the original reference), or will it be 
repaired and used later?  (H still has all the pieces; JK was very 
deliberate in that point)  Could it actually work to contact S from 
the great beyond?  Or is the other mirror still at S's house and 
could both be used by H/R/H as some sort of wizard walky-talkies?
