OOP: Magic late in life (spoiler I suppose)

Ok, I have been trying hard to keep up with all of the posts comming 
to my inbox, and I am pretty sure I have not seen this brought up.  
Long before OOP came out, one of the things we were told is that one 
of the characters would come to do magic late in life.  After reading 
and rereading the book, I am still not sure who we were being told 
about!  Arrablla Figg is a squib, and although does get involved does 
not do any magic.  Filch gets some temporary new powers, but it 
certainly does not seem to be anything of the mgical nature.  Petunia 
does no magic and neither does Duddykins.  Are we talking about 
Neville???  He certainly doescome into his own in a lot of ways, but 
he was capable of magic in earlier books.The only think I can think 
of that does unexpected magic is the fountain, but I just do not 
think that they might be considered characters late in life.
