ME: I don't think there is any restriction on Appariating to and fro 
from the MOM. In some of the previous books in the HP series, JKR 
mentions Arthur Weasly Appariating back from work.(I am at work so 
can't quote from canon). Also Dumbledore would not have needed to put 
an "anti-appariating" spell on the DEs. After the fight with 
Dumbledore, LV apparates out of the MOM along with Bellatrix. All 
this leads me to believe that Appariation is not forbidden in the 
ministry.
