They could have found out how to get round the protections from 
torturing Bode?  Or perhaps Rookwood knew a way in?  If the MoM were 
determined not to see anything suspicious, they wouldn't have 
realised that Bode's 'accident' was a serious security breach.

Or, they were already in, somehow, to watch for Harry showing up, and 
it's possible to Apparate *within* a protected building?  (DD seems 
to manage without difficulty... but then he would, wouldn't he?)
