I'm not so sure about that - haven't you ever wondered if Dumbledore 
*can* read Harry's thoughts?  I have.  At the very least, Dumbledore 
can sense Harry's moods and definitely knew when Voldemort was lurking 
behind Harry's eyes.  Impressive.

I also think Dumbledore absolutely realizes that Harry makes his own 
decisions and has his own opinions.  Dumbledore wouldn't be Dumbledore 
if he didn't allow Harry to think for himself.  However, Dumbledore 
also knows that Harry is not your average wizard.  He had two 
particularly powerful parents, survived a curse that no one else has, 
and is showing every sign of becoming an extremely powerful wizard 
himself.  On top of that, Harry is the constant target of the biggest 
and baddest wizard around.  Dumbledore is the only one feared by 
Voldemort and wants to do everything in his own power to ensure that 
Voldemort fears Harry, too.  I think he's succeeding there.

Harry needs the guidance he gets from Dumbledore, but ultimately, 
Harry will (and does) do what is right and what is best on his own.
