But who PUTS the prophecies on the shelves in the first place, and 
WHY????

Is it meant to be a sort of Library, where you can check whether 
anyone's made a prophecy about you?

Who does the labelling, and if the prophecies are in some sort of ?
alphabetical? order, or ?date? order, surely they have to be moved 
when more is discovered about them ('The official record was re-
labelled after Voldemort's attack on you as a child')
