just think that the Unspeakables were doing a mission... wait,
scratch that one out. I think I have a better theory. Could the
brains belong to the past evil wizards? We all know that the brains
aren't nice nor polite... remember that brain attaching to SpellDrunk!
Ron? (still is laughing at that part)

There is a reason JK put the brains in. She never writes about
anything unless there is a reason - although we usually have to wait
further down the series before we know it. Whenever she seems to be
describing something just for posterity sake, you find out later
there was a reason for it.
Anyway, there are lots of theories about Betray!Ron or something like
that. I think the brain will work it's way into the next book. Ron
will do something out of character for him, and we discover it's from
the brain.
"Harry did not know what would happen if Ron touched the tentacles of
thought now flying behind the brain, but he was sure it would not be
anything good." (US, p. 798)
I like your idea that it's from evil wizards. Now perhaps Ron will
become slightly evil in the next book - or betray Harry like many
think he may (although, somewhat unconsciously). Maybe we should call
it EvilBrain!Ron.
This is something to definitely remember for the next book.
