I don't think its a Flint. Unless we assume that Luna Lovegood recite 
a textbook fact more accuratley than Hermione. :-b
As Hermione says Thestrals are visible to those who have "seen 
Death" , she does not, by this ambiguous statement, directly imply 
any of the translations that would make this phenomenon automatically 
a Flint.
The statement is indefinable to the point that it could mean any 
manifestation of death that occurs before the beholder. Even seeing a 
ghost. So there are Flints we can eliminate easily and the statement 
still holds a mysterious intrigue.
Luna's statement "who did you see die?" does imply a Flint but as I 
have said can we really count Luna' s recital as more ccurte than 
Hermiones.
My best analogy is that the statement af the legend textbook style as 
spoken by Granger means: Seeing *Death* as in Grim Reaper ominously 
appearing cloaked and scythe carrying, to carry off some acknowledged 
prescence in the witnessees account. I also think, due to Harry's 
inability to see the Thestrals in the end of GOF, the implication is 
that the encounter needs to be relived for some time before this 
Reaper becomes manifest in the minds eye.

Valky:
Ginny did not actually say she could hear the voices but was 
enchanted as Neville by the veil. Assuming a similar phenomenon to 
the Thestrals here might be a bit premature, but its worth having a 
bit of a think about it.
