I actually found the book lacking in suspense relative to the other
four so far. Although there is the proverbial sword of Damocles of
Voldemort's attack looming over everyone's head, as you point out,
very little is done to develop that as a driver of suspense in the
book. All of the other books have constant reminders of the danger,
while this one had constant reminders of the main character's
frustrations.
I also agree that this is very much more a character vs action book,
which is somewhat in contrast to the other books (although they also
had developed characters, otherwise we probably wouldn't care so much
about the books) I won't say that it disappointed me, but if book
six is like this, than that will probably disappoint me.
