IMO, in OOTP Neville already did make the other choice. Although he
improved, he still was worse in magic and fighting than the Death
Eaters (logically). But he chose to stay with Harry and fight with
Harry. He had the opportunity to escape twice, once when Harry told
him, and once when the Death Eaters followed Harry who had the
prophecy. Yet Neville followed to help Harry, although he hadn't got
any chance against the Death Eaters. Peter would never had done this.
He said Harry that he shouldn't give the Death Eaters the prophecy.
He faced the Cruciatus Curse, one of his biggest fears, because of
loyality to Harry. I really don't know, what else you want as a prove
for Neville's loyality. Besides, considering Neville's history, he
has as much reason to hate Voldemort and the Death Eaters as Harry.
