My comments:

I've never been a huge Percy fan, but even when I was annoyed at what a prig he could be, I knew he 
wasn't downright mean.  In OOP he's cold and cruel.  Why?  I don't think a basically good guy, who 
loved his family even as he was exasperated by them, would suddenly turn into a complete jerk just 
because he's overfond of following the rules.

I think he's under the Imperius Curse.

A question:  Did he ever find out who his old pet, Scabbers, really was?  If he didn't, it would have 
been easy for Pettigrew to find him again and gain his trust.  And we didn't see Pettigrew in OOP.  My 
current theory is that Pettigrew has Percy under Imperius.
