I don't think Percy following the Ministry rules makes him evil, just 
sort of ignorant and blind. He has achieved what he always dreamed of 
and is an important member od the MoM and he may just feel that his 
parents (who in his opinion are not very successful) are trying to 
take away his succes he worked for ever so hard. I must admit, I was 
a bit shocked about his attitude in OoTP though. He seems to be a 
very exaggerated version of himself.
