Actually, we learn in an earlier book (forgot which) that Draco is 
rather smart, once he ranks second in his year behind only Hermione.  
And from all we learn, his witty remarks and leadership capability, 
he is rather smart, just like his father.  He is also mean and 
coward, but mentally, very capable.
