Here's a really wild theory, do with it what you will, it's good for 
a laugh. The plant is Dumbledore. Bear with me. We have animagi, 
people who turn into animals or bugs; we have metamorphmagi who 
remain people but can change their appearance; how about a hortomagi; 
people that can turn into plants!

Dumbledore says Harry will never know how closely he is watched. 
Well, I remember a line from PoA when the kids are in the Great Hall 
speculating on how Sirius got into Gryffindor Tower and one the kids 
says he turned himself into a flutterby bush. Well if you start 
looking at the plant references in the story: Harry hides behind a 
hydrandea bush while listening to the news, etc. Just got me 
speculating...
