And now, to begin. 

According to Dumbledore, in order for Harry to be safe from 
Voldemort, he must stay with his blood relative at least once a year.

Why the heck, then, was he forced to grow up 24/7, 365 days a year 
with the worst muggles on the planet? Couldn't they have arranged 
something even marginally better for him? 

Yes, the argument could run that he was better off "growing up away 
from all that" as Dumbledore said. But considering McGonagall's 
initial assessment of the Dursleys and the fact that Dumbledore *had* 
some contact with Petunia over the years, which would at least 
suggest he had some knowledge of Harry's treatment at their hands, 
why on earth would they leave the poor kid stashed away there?

It just seems as though they could have found a far more suitable 
situation and arranged for Harry to have an annual visit with Petunia 
rather than subject him all through his childhood to such a bleak and 
dreadful upbringing.
