Suffering does build character. If he was stuck with any other
magical family he would probably have ended up like Malfoy or Dudley.

Well it is better than getting killed if Voldemort return.

However he was only protected if he stayed in the home of his
mother's sister. If he just visited them I don't think it would have
protected him.
