I don't have the OOP with me but I thought I recalled Dumbledore telling
Harry
That he was only protected if he considered that his home was with the
Dursleys
(Petunia specifically). Additionally returning once a year doesn't specify
for how long-
it may be that the summer holidays are sufficient as a "once a year return"
because
he's actually living there- not just visiting.

Actually, that's not what Dumbledore said in OotP. He specifically
stated that Harry "need only return there once a year."
