Ok, you're basically wondering why Harry had to grow up in the 
Dursley's home and be subjected to bad treatment for 10 years?  

Actually, beyond the old magic that DD instilled in the blood spell I 
think that it was important for Harry's personality.

Harry grew up knowing what it felt like to be downtrodden, to be 
looked down upon.  He grew up being a servant and belittled, so much 
so that he would never do it to anyone else.  He would help anyone 
and be kind to everyone because he was in their shoes at one time or 
another.  He wasn't treated differently because of who he was or what 
he did.  Yes, it would've been wonderful if he had been given love 
from the people who raised him, but then he would be less inclined to 
take risks and that would be bad for the fight against Voldemort.

Now put this same child into a Wizard home.  He no longer has the 
blood bond to be safe.  He is growing up with attention thrown on him 
24/7.  You've got another Gilderoy Lockheart with a Malfoy twist 
now.  He could very well have been conceited and egotistical and 
think he was the greatest thing on the planet and didn't have to 
abide by anyone else's rules, that's if he wasn't killed by a DE.

Since he lived with the Dursley's then he could call their home his 
home since it was in fact his home.  Yes, he didn't like it there and 
no he didn't ge the best treatment, but it was his home.  It seems 
like a month is the amount of time he needs to be there since he 
always seems to have a month there over the summer and always around 
his birthday.

Blood bond is very important since LV doesn't have the protection 
that Harry does, so Harry's blood in LV's veins won't protect him 
from Harry anymore.  Since it appears that LV can't call the 
Dursley's home is home and he hasn't been there to stay to reinforce 
the love.  Tee hee.  Love how the arrogance is the downfall of so 
many criminal "masterminds".
