What Dd tells Harry tells /us/ two things. 1) the protection works 
through blood and Harry must consider the place 'home' --  because 
the protection works through Aunt Petunia. 2) the protection is 
location specific, i.e., it is precisely Number 4 Privet Drive that 
is a safe haven for Harry so long as Aunt Petunia lives there and it 
is his home. This is why all the owl posts in chapter two, as well 
as Aunt Petunia, keep emphasizing that he is not to leave the house.
