I don't know if it's so much a specific amount of time that he has to 
spend with the Dursleys as WHEN he leaves.  If you notice, he is 
always with the Dursley's when July 31 rolls around.  He may leave 
sometime after midnight on July 31, but he is at least at Privet 
Drive when his birthday commences (except for PS/SS when he's with 
the Dursley's in the Hut-on-the-Rock, but he's still at least with 
Petunia in the place where she's living).

This might be an interesting tie-in with the prophecy.  The big thing 
with the prophecy identifying the one to overthrow VM was that he 
would be born at the end of the 7th month.  Since Harry is ALWAYS 
with the Dursley's until July 31, it might have something to do with 
his protection.  When he leaves after the clock hits 12:01 AM July 31 
is probably just a matter of when someone is available to come get 
him.
