 All I can think of that doesn't sound like mumbo jumbo is that Luna might have a large part in the last two books that involves her growing as a character. If Luna was placed in the books too early, it would have to make JKR write Luna envolving so it doesn't seem that she wasn't doing her job as a storyteller/writer. And Luna's growing older might have a role in defeating Voldemort...
