Weell,
We all have some idea of what Umbridge's *actual* intentions were. 
She set dementors on the boy with permission to kiss.
Hardly a good comparison, she was plain vindictive with a sick twist.
To count her extraneous pretense as canon for her character, 
teaching Harry not to lie I ask you (sic), now thats vertiginous!
