OK, I could be wrong, but I think there are other interpretations 
of "cousins by marriage." For example, Sirius's father had two 
wives, the second of whom was related to one of Mrs. Weasley's 
parents. Then Sirius would share no blood with Mrs. Weasley, but 
when his father got remarried, Sirius and Molly would become cousins 
by marriage. 

I realize this is a bit complicated, but since it works, I would say 
we should not read into Sirius's quote too much. I personally 
believe we will be learning so much about the Potters in the next 
two books that JKR won't unfold new chapters of Sirius's life as 
well.
