  We don't know that for sure. I thought that too, at first. The first book starts out with Dudley's birthday. Harry is allowed to go to the zoo, and in the end he got locked up in his cardboard for talking to a snake. From the text, at the beginning of the third chapter: 

      "The escape of the Brazilian boa constrictor earned Harry his longest-ever punishment. By the time he was allowed out of his carboard again the holidays had started..."
  
  I can imply that Dudley's birthday is in May, and Harry's, of course, is in July.
