I would definitely argue against this - mainly because in book 5 
Neville is NO LONGER WEAK OR BUMBLING. He really matures throughout 
the book, becoming one of the strongest members of the DA. Also, did 
anyone notice that almost no reference was made to his poor memory or 
clumsiness? In the previous books we've had Remembralls, trick stairs 
that he always forgets, password problems. There's not a trace of 
anything like that in OotP. Up until GoF, I could have possibly 
believed your theory, especially since Neville never seemed to have 
any close guy friends his age in Gryffindor (Harry is best friends 
with Ron, Dean always seemed to be best friends with Seamus). But not 
now. Neville's a good guy to the core. Besides, he's never seemed all 
that interested in fame or power to me.

Incidentally, I've read speculation that Neville might be the 
real one to defeat He Who Must Not Be Named as he alone, besides, 
Harry could hold the prophecy. This doesn't hold up IMO as once Harry 
has taken the prophecy anyone could get it from him (why else are 
all those nasty DE's running about waving wands?) and thus Harry 
might just have easily thrown it to Ron or Luna.

Also...doesn't Harry himself ask if Neville is the One mentioned 
by the prophecy? Dumbledore clearly states that the prophecy ONLY 
refers to Harry now because the Dark Lord singled him out and "marked 
him as his equal." Almost like the prophecy became self-fulfilling - 
because Voldemort heard that Harry would be a danger to him, he tried 
to kill Harry but ended up giving Harry the powers he would one day 
use to defeat the Dark Lord. Ironic, no? But in any case, Neville is 
NOT the one to defeat Voldemort.

But, this brings me to another question. Could not You Know Who take 
it? Obviously, yes. Then why didn't he? There is comment that he 
didn't want to risk be revealed to be alive, but this doesn't 
hold water since he certainly does give everyone an eyeful in the end 
anyway...He could obviously apparate into the MoM so why not just go 
get it?

I think at the end Voldemort was so furious that the prophecy 
sphere was broken that he became completely irrational. Foiled AGAIN 
by that annoying Brat-Who-Lived! At that point I think he was only 
concerned with killing Harry, and screw the consequences of who saw 
him. 
 
But Voldemort's appearance brings up another question...Snape told 
us that magic can't be used to read minds, but how else would 
Voldemort have known that Harry had destroyed the prophecy. Obviously 
at the moment he was taunting Bellatrix Harry was feeling pretty 
triumphant, so Voldemort would have sensed that. But how would he 
know what was causing the triumph if he couldn't read Harry's 
thoughts and not just his emotions? I don't think this bodes well for 
the Harry this summer, especially since it does not seem like he will 
be continuing Occlumency.
