How do we know that she isn't? Granted, we never see her among them, but 
does that really mean anything? They were running around in cloaks and 
hoods, JKR just might not have chosen to identify them all. Also, how do we 
know that all DEs go on every mission?

It seems to me at this point that she could be one or not be one. I'm not 
sure we have enough information yet to know for certain. She definitely 
seems sympathetic to their cause though, considering how Kreacher chose to 
go to her.
