OOP:why isn't Narcissa Malfoy a DE

I'm sure I saw this somewhere in OoP, but for the life of me I can't 
remember so I can't even begin to attempt to find it.  But, it seems 
that DEs are a particular group of those who support Dark magic and 
Voldemort and all he believes in.  

Regulus Black was a Death Eater, but his parents, while agreeing with 
Voldemort's philosophy, were not.  I think the DEs were people who 
played an active part in carrying out Voldemort's plans.  They were 
the people who killed and tortured. There was a whole other secondary 
level of people who would not dirty their hands in such pursuits, but 
who believed in the idea of blood purity.  

Perhaps Narcissa wasn't an active DE in Vmort War I because the 
Malfoys figured that one of them should stay as safe as possible for 
Draco's sake.  If Lucius died or ended up in Azkaban as a result of 
his DE activities, Narcissa could remain in the clear and raise Draco 
as the new generation of Voldemort supporter.
