Further Reply:
I think that not only is Petunia a failed(?) witch but that her 
husband knows. Remeber how quickly he capitulates when she 
say "Vernon, he stays."

Or maybe she's not a failed witch at all. Maybe she was a victim of 
the "in" crowd just as Snape was? Wouldn't that go a long way 
towards explaining he bitterness towards the world of magic and her 
sister.
