Me:
Erin, I really like this. I think it explains many, many things. I
have a quirky memory, and it seems to me that there were tests at the
end of the first year that determined whether or not the students
would be able to continue into second year. If Petunia failed those
tests for some reason, she might have the exact reaction that you
describe. She either wasn't as skilled as Lily or she did do
something to get expelled (something I consider rather unlikely,
really). Unlike Hagrid, she didn't have Dumbledore as a protector,
and she went home in disgrace.
