I think the blood thing only protects Harry when he's actually at the 
Dursleys'. I remember DD saying something like that as long as he can call 
Privet Drive home, Voldemort can't touch him there. So I think it's like a 
safe "base" for him. If he's away from Privet Drive, then he is in danger 
from Voldemort. That's why after the Dementors attacked, they told him not 
to leave the house.

That's my take on it, anyway.
