My thoughts:
This was DD's idea as he knew how painful it has been for Harry to be
seperated from the WW and he is trying to make amends for his past
mistakes. Not only is HP his favorite, he loves Harry as his own son,
and what parent can stand to see their child suffer. DD instructed
the order and Weaslys (who gladly accepted) to make sure Harry knew
that he was not cut off from the WW while he has to stay at 4 Privet
drive, and he would not have to endure the cruelties inflicted upon
him while there.
