Because Sirius knew his dad and received the title "godfather" to 
Harry, Sirius is a rough, tough, ex-con GUY, and Harry at 15 
*yearns* for a virile male influence/role model. 

Dumbledore isn't speaking to him, or making eye contact.

Arthur Weasley is a great guy, a true dad, but he's not reckless, 
romantic Sirius.
