It's probably just a cultural difference, like the French having no 
problem to serving wine to children in resteraunts.  I thought that 
butterbeer had roughly the alchohol content of hard cider, but that 
was just an impression.

And wasn't somebody trying to charm their water into rum in the first 
story?  Or was that just in the movie?  Apparently without any 
interference from the teachers or worry about getting caught -- even 
if that was because he didn't have a chance in Hades of suceeding, 
somebody should've admonished the attempt if there was something 
wrong with it.
