I always thought that it was perfectly believeable, after all some 
things for kids have alcohol in them (eg. cough sirup) and here in 
Germany it's perfectly normal for a 13- or 14-year old to have a 
glass of sparkling wine or similar for celebrations and that has a 
lot more alcohol.
Considering the Hogsmeade weaakends are about three or four times a 
year, IMO it's not really something to worry about.

But one thing I was always wondering is when in GoF during The 
Weighing Of The Wands, Ollivander makes wine come out of one wand, 
wouldn't that be terribly easy for teenagers to get drunk?
